A Lihue man was arrested Friday afternoon in connection with a case involving threats against Kauai County Council Member Billy DeCosta. Police arrested Glenn Gruenhagen on first-degree terroristic threatening and harassment charges. Letters perceived as a threat were allegedly left at the Historic County Building on January 12th.
