Kauai Police arrested murder suspect William “Billy” Sinclair. Officers spotted Sinclair near the Kapa’a Public Library.  Sinclair ran from police and jumped in the ocean behind the library and remained in the water for several hours.  Eventually, Kauai Police negotiated Sinclair’s peaceful surrender.  Sinclair charged with second-degree murder and second-degree attempted murder.  Sinclair is accused of killing a 37-year-old man killed at a restaurant in Hanalei.  Kauai Police say an ongoing financial dispute led to the homicide.  The manhunt included help from the Kauai Fire Department, Hawaii Department of Law Enforcement, the Federal Bureau of Investigation, the U.S. Marshal’s Service, Hawaii Island Police, and the office of the Prosecuting Attorney.
