County of Kauai has closed all parks and campgrounds and has opened all refuge areas ahead of Hurricane Lowell. Residents in low-lying coastal areas should be prepared to evacuate and should not wait for conditions to worsen before leaving. Roadways could become impassable due to multiple factors.
